Universal filtering tool

Today an idea was born in my mind. I wish I could have an straightforward and generic information filtering tool. I thought about it and writing a quick draft of how could it potentially work.
The project name for it is metaforward as more obvious metafilter is already used by metafilter weblog.
I'm pretty sure many people have already thought about this but I'm unable to find any existing project on the web.
